How many villains is Batman v. Superman going to have?

According to Cinema Blend, there's could be at least three, although Latino Review (via We Got This Covered) says there'll be 4 to 5, including Lex Luthor, Victor Zsazs, Morgan Edge, David Cain and Amanda Waller. And it's odd they're calling the last possible choice for the movie a villainess, because she was anything but that back when she directed the Suicide Squad. What I do know is, if these are choices for the film, only Luthor - and maybe Edge - count as somebody with access to formidable weapons, while the other three are simpler, and in fact, they're all connected more with Batman than Superman. Which would make this more a movie for Batman, because apart from Luthor and Edge, they're not villains who'd make for the most elaborate sci-fi premise.

In fact, they don't guarantee this'll be a movie with the most formidable adversaries either, once again leaving us to wonder if it'll still be more a movie centered around a clash of the World's Finest.

One of these things is not like the other. Come on, can you guess which one?
