Green Arrow Lego figures being given out at SDCC

USA Today says that among some Lego action figures based on DC characters being distributed at the SDCC, there's one based on Green Arrow. And it looks like this is one based on the older design from the late 60s that gave Oliver Queen a beard. I'm actually a little surprised here, since I might've expected an editorial mandate that affected licensed merchandise and obligated the manufacturers to build to resemble the New 52 design sans beard more. But as I've realized, while some costume designs have been changed for some heroes and heroines recently, cosplay at conventions is almost always based on older costumes, and sometimes licensed merchandise too.

In that case, what's the point for the comic book artists to have to change the designs in the comics (to something that often turns out to be quite unappealing) when nobody outside of the medium is interested in the new looks they're using?
