Neil Gaiman's Sandman gets a prequel

Almost a year ago, it was announced there was going to be a prequel to Neil Gaiman's Sandman series going to press in October. Given that his series took place in the pre-New 52 DCU, it's very strange that they've suddenly decided they want to publish something based on the older continuity. Is this their idea of how to do damage control?
