An early form of Moon-Bat writing?

Brainster's Blog, which occasionally discusses comics, presents an interesting example of a story from Detective Comics #608-609, in which the Masked Manhunter is made to look as if he's sympathising with the views of a Chomskyite, presented in the form of the villain Anarky. And this was years before Identity Crisis made Batman look as if he was more concerned about the "rights" of a character who'd committed rape, the out-of-character presentation of Dr. Light notwithstanding!
I usually like most of Alan Grant's own writing from the time he was on the book in the late 80s-early-90s, but this...this was a really big flub.
