Special event held at Austin hospital featuring both heroes and villains costumes

CBS Austin reported about the local police division and the Texas Bank holding a gathering at a children's hospital, with outfits based on superheroes, but also supervillains:
Comic book superheroes took a pause on saving the world and the villains escaped prison to pay a visit to young patients at Dell Children's Medical Center in Austin on Thursday. [...]

Officers dressed as 14 superheroes including Batman, Black Panther, Ironman, Wonder Woman, Captain America, and Spiderman -- and as the villains The Penguin and The Riddler. [...]

After capturing The Penguin and The Riddler, the superheroes signed autographs and spent time with the children in the auditorium.
Okay, so the whole play may have ended with these 2 Bat-villains being caught, but even so, what's the use of emphasizing villains? Or, were Penguin and Riddler really the only villains they could think of spotlighting? Why not the Melter and Mandarin from Iron Man's rogues' gallery, Electro and the Rhino from Spidey's, the Cheetah from WW's, Baron Zemo from Captain America's, and if Klaw can be considered an adversary of BP's, due to the assault on T'Challa's father and their village in the Fantastic Four story from 1966, why not bring some costumes based on him as well? I guess that's another problem with how comics material is researched, even for costume parties. Some people can only think of a very limited supply.
